Prof. Ansari is former Information Commissioner of the Central Information Commission, which has been constituted by the Government of India for effective implementation of Right to Information Act 2005. The Act seeks to provide access to information held by the Government departments.

Prof. Ansari is an Economist and Education Specialist. He has served on the staff of several institutions in senior positions and provided research and consultancy services to national and international organizations.

He has made significant contributions to growth of knowledge, particularly in the areas of Human Resources Development. He accomplished several research and policy oriented studies that focused on planning and effective implementation of relevant programmes.

He holds a Ph.D degree in Economics, PG Diploma in Public Finance, M.A. Economics, 1st Division, from the Universities of Buckingham (England) and Aligarh.

Prof. Ansari was earlier Professor & Director, Hamdard University, 2004-05; and Director of Distance Education Council, Indira Gandhi National Open University, 2000-03. He also served as Senior Economist, the Federation of Indian Chambers of Commerce and Industry (FICCI), 1996-97; Director of Research Division (Economics of Education) of Association of Indian Universities (AIU), 1985-94; and Fellow, National Institute of Educational Planning and Administration, 1984-85, and Consultant, Planning Commission of India, 1981-84. He undertook exercises that supported the programmes relating to planning, financing and monitoring of Five Year Plans.

As a professional economist of education of international repute, Dr Ansari has provided consultancy services to several national and International bodies and developing countries. He was Member of international teams for accomplishment of Education Sector Reform Project, Government of Mauritius, supported by the World Bank, 2003-04; Bihar Education Project, sponsored by UNICEF, 1995-96; and as an Expert, Educational Planning and Finance, for Asian Development Bank's Technical Assistance Project on Human Resources Development in Micronesia, FSM, 1994-95.

He is author of several research papers/ articles (120) in professional journals and books/monographs (17).

Prof. Ansari has widely traveled in India and abroad, and visited more than 30 countries in connection with higher studies, participation in conferences and for providing research & consultancy services.

As IC, he has participated in a large number of educational and training programmes/ conferences on Right to Information and its Impact on good governance, effective delivery of services and realization of entitlements of people, poverty alleviation, etc. organized by radio / TV channels as well as the NGOs and public authorities, including the organisations like UNESCO, Paris.

His areas of specialization are: Economics of Human Resources and Education, Public Finance, Educational Planning and Finance, Rights-based Approaches to Development.
