Hit the nail on the head

Friends, 

Thanks for the compliment of "hitting nail on the head", but I had missed out a very important aspect. Section 4(2) of RTI Act enjoin upon every public authority to disclose information suo moto, so that public does not have to resort to RTI Act. Most of the public authorities are flooded with RTI request on personnel issues for several reasons: (i) The personnel management systems and grievance redressal systems have proved to be inadequate to satisfy the employees of the fairness of treatment given to them; (ii) The intelligent and vociferous employees have found a new weapon in RTI Act to address their grievances and (iii) RTI Act which was meant for the citizens is being used by a minuscule section of the population ( Government employees) who do not find other modalities equally effective. 

Public Authority should take note of the issues being raised by their employees under RTI Act and under section 4(2), disclose the information being sought by them. They should also improve their personnel management / grievance redressal system so that the grievances are handled satisfactorily. If there no undue secrecy in personnel administration and documents are transparent to the concerned employees, they may not be driven to use RTI Act. 

Unsatisfactory personnel management in public services is a matter of serious public concern. As the general dissatisfaction and low morale of employees stands exposed by frequent resort to RTI by public servants, the authorities should also do a root-cause analysis to find solutions that "hit the nail on the head."
